The U.S. President’s Constitutionally-Granted Powers
- Under his legislative powers, he does not make laws, but he does recommend to congress measures he see as “necessary and expedient”; he also either sign congressional bills into law or vetoes them; the president also oversees the agencies that carry out the minutiae of laws; he can also call one or both houses of congress into session and he has the authority to adjourn Congress (although no president has ever had to).
- Under his administrative powers, the president makes political appointments and he can also fire executive officials.
- Under his authority in foreign affairs, the president is required by the Constitution to “receive Ambassadors,” and this has been interpreted to give the president very broad authority in foreign policy matters.
- As Commander-in-chief, he authorizes military actions with limitations of congressional authority.
- The president’s judicial powers allow him to nominate federal judges and to grant pardons and reprieves.
